With OpenEye as facilitator, the Swedish EPA used an “impact logic” approach to follow up on for six research programs. This approach made it possible to link program outcomes to Sweden’s national environmental goals and thereby enhance the utilization for goal advancement.

 

Client profile

The Swedish Environmental Protection Agency is the national agency for environmental protection and nature conservation as well as outdoor recreation and hunting issues. Its key tasks are to present proposals for environmental policy and legislation to the Swedish Government and ensure that environmental policy decisions are implemented.

 

Client need

One of the EPA’s key responsibilities is to fund environmental research, which is crucial to the fulfillment of Sweden’s national environmental goals. One challenge is creating explicit linkages between research, government policy, and improved conditions in the environment. It’s a complicated path from the development of new discrete knowledge developed in individual research to the lofty, legislatively developed environmental improvement indicators.

With OpenEye as facilitator, the Swedish EPA worked to link research results to government environmental indicators through our impact logic approach.

 

Client benefits

Our approach helped The Swedish EPA pinpoint what new knowledge needs were required in order to reach the nation’s published environmental goals. As a result, 53 concrete research results were identified as needed to advance toward the goals.

By identifying the research requirements, the EPA was able to further identify significant implementation deficit. By shining a light on such deficits, appropriate action could be taken to support the utilization of research results and better monitor how they are implemented in practice.

We needed a way to se how our research
programs contributed to resolving barriers to the environmental goals. We got a highly efficient method for follow up by visualizing what barriers remained unsolved.
