With OpenEye as facilitator, the Swedish EPA used an “impact logic” approach to follow up on for six research programs. This approach made it possible to link program outcomes to Sweden’s national environmental goals and thereby enhance the utilization for goal advancement.

Client needOne of the EPA’s key responsibilities is to fund environmental research, which is crucial to the fulfillment of Sweden’s national environmental goals. One challenge is creating explicit linkages between research, government policy, and improved conditions in the environment. It’s a complicated path from the development of new discrete knowledge developed in individual research to the lofty, legislatively developed environmental improvement indicators.
